ABSTRACT

The period analysed here witnessed substantial changes in the organisational structure of the civil service in Australia, Sweden and the UK. These changes have in turn been accompanied by substantial changes in the composition of the civil service in each country, and thus any analysis of the resulting wage levels and wage structures requires access to detailed information on individual earnings and characteristics. Simply analysing movements in average pay levels and in the size of pay increases will obscure any changes in pay due to changes in the composition of the work force which have occurred.
