ABSTRACT

In this chapter we compare developments in the three countries, Australia, Sweden and the UK and attempt to distinguish differences between them in the evolution of the civil service pay structure. In the first part of this chapter we analyse differences in the pay structure in the three countries, reporting differences in the growth of pay due to experience and tenure in the government service. In this part we also look at differences in the grade pay structure, and report the structure of pay differentials in the civil service in the three countries. The second section looks at and accounts for real pay growth while the final section details changes in pay inequality within the three countries.
