ABSTRACT

This chapter provides descriptions of all forms of government intervention directly affecting either land delivery, or the housing conditions of low income groups. It provides a description of the various plans made for the cities, their surroundings and their constituent parts. The chapter deals primarily with the distribution of government-supplied plots and houses across income groups. It is concerned with 'corrective interventions' in low-income housing, and their impact upon the housing and living conditions of the affected households. The chapter is also concerned with the issuing of public low-income housing loans, concentrating upon the Weaker Section Housing Programme. It addresses the contents and implementation of the city master plans, the regional master plans and the zonal development plans respectively. The chapter describes the changes in the roles of the principal local town planning agencies, the UDAs, over the period 1978-1993. It also addresses the major legal tools applied in the context of public land acquisition.
