ABSTRACT
This chapter focuses on the governance of labour migration, with specific attention to the growing phenomenon of South-South migration. It analyses South-South migration and issues of migration governance in relation to three interconnected domains – those pertaining to the sending country, the receiving country and the international domain – as well as the ways these three domains intersect with each other. The chapter focuses on migration governance involving the United Arab Emirates and Bangladesh. It examines various existing institutions and processes at the global and international level that guide and regulate migration processes, including the Colombo framework launched in 2003 and the Abu Dhabi Dialogue in 2008. The chapter addresses the conceptual issues, and explores the phenomenon of South-South migration in Asia. It focuses on temporary labour migration where migrants go to their destinations for a limited period with the intention of returning to their countries of origin.
