ABSTRACT

This chapter illustrates the concepts with excerpts from the taped interviews and the analytical stage of axial coding, for showing how the concepts are linked together to reflect actual arguments about road pricing that the respondents use. It also illustrates the method of interpreting arguments in terms of the grounded theory. The final selection of concepts was based on the grounded theorising hierarchy of concepts and the theoretical requirement that concepts should be layered 'like the skins on onions'. The core category, also known as the phenomenon, is acceptability. An opinion about acceptability is dependent on the categories of utilitarianism, fairness and sincerity. The category of utilitarianism was divided into two subcategories: efficiency and environmental concerns. Under the subcategory of environmental concerns the properties are using revenue, environmental needs and safety. The chapter concludes with reference to selective coding, which primarily in this study involves discovering when a specific use of a strategy is found acceptable amongst all respondents.
