ABSTRACT

This chapter examines the problems of democratization in South Asian countries specifically in Bangladesh, India, and Pakistan basically in the areas of institutional capacity building. The developing nations that are transforming to democratic political systems but encountering the problem of building institutions may learn from the experiences of the American institution. The introduction of debates among the candidates in the electoral process will make the system more transparent and democratic by making the candidates for elected position more accountable and familiar with the electorate. The chapter focuses on the primaries in congressional elections because they are more relevant to the parliamentary elections in South Asian countries. The adoption of American congressional committee system may help build democratic institutions. The introduction of the committee system in the American Congress is a significant step towards bringing the concerned people closer to public policy making or legislative process.
