Detente expired after five years of Soviet adventurism at the expense of a weakened America and a strategically faded Special Relationship. New leaders in Washington and London would have to deal with renewed Cold War. A temporary flashpoint, Acheson's comments said much about the Relationship as detente emerged in international politics. The three years in which Kennedy and Macmillan were in power are seen as the 'Golden Days' of a renewed Relationship, 'The House that Jack and Mac Built'. With Heath's government turning to Europe, Nixon and Kissinger saw the Relationship as crucial for American foreign policy. Hence, promoting detente and pushing for EPC coordination within NATO, Britain contributed in a major way to common EPC positions on European security; economic, scientific, and technological cooperation; and humanitarian and cultural partnership. Wanting to entrench detente and effect defence-spending cuts, Carter embarked on SALT II negotiations begun during Ford's short presidency.
