ABSTRACT

The sustainable performance over time is key for governance in green growth. Most companies regard the new green growth paradigm as an additional burden with unbearable costs, resulting in the weakening of international competitiveness. This chapter examines the environmental conditions surrounding the public-private partnerships (PPP) to find out the roots of consultocracy. Based on the surrounding environmental conditions and the internal capacity analyses of the PPP as an intermediary, one can integrate its strengths (S), weaknesses (W), opportunities (O), and threats (T), resulting in the SWOT Matrix model. Among the wide spectrum of energy and environmental (E&E) modeling methodologies, data envelopment analysis (DEA) has drawn much attention because it is a nonparametric method in operations research and economics for the estimation of production frontiers. As a dynamic extension of the analysis for a certain period, there are two kinds of productivity index that are widely used; Malmquist–Luenberger productivity index (MLPI) and Luenberger productivity index (LPI).
