ABSTRACT

The role of governments in the promotion of government-led pilot projects in green information technology (IT) is thus crucial in providing a kind of revolutionary platform to position green IT on the frontiers of the future challenges in new business strategies, new technology, and new economic and social structures. Now, under the e-Government 3.0 paradigm, all public services could be potential sources of business and, thus, government officials should have a good grasp of private service management know-how to support the creative economy, led by public–private partnerships (PPPs). As the creative economy founded on the Internet implies, e-Government 3.0 is based on customized and proactive bilateral web services using diverse access points such as smartphones, and the mobile or Wi-Fi Internet of Things (IoT). The most representative e-Government 3.0 examples can be found in the many smart city projects worldwide. Songdo smart city is based on efficient operation with fewer human-managed service features and more centralized operations and management systems.
