ABSTRACT

This chapter analyzes rules governing work behavior and the methods of their enforcement. The central function of rules and regulation is to provide a basis for predicting behavior. The affirmative rules and regulations of a work organization are by far the most numerous. Negative rules and prohibitions governing behavior in the organization tend to be imperative and demanding. Deprivations are also used to police behavior in organizations. The most elementary and universal rules of a work organization are those governing personal conduct. Organization rules deal indirectly with expected behavior towards fellow workers. The most direct form of rule enforcement is a code of penalties. Penalties for work rule violation are analogous to punitive features of laws in the society. Systems of penalties, deprivations, and sanctions police behavior to insure that it corresponds to acceptable standards. The effectiveness of any system of sanctions depends on the prior effectiveness of the system of supervision.
