ABSTRACT

The understanding of PollWatch's role shifted from being a "referee" to a group of "concerned citizens". In Ayudhaya the PollWatch activities included the volunteer coordinators holding rallies at markets, industrial estates, and colleges. The democratic forum is the centrepiece of PollWatch activity at the local level. At the provincial level, PollWatch sought to utilize local folk culture through specific campaigns: in the Northeast there was Isan song and dance, while in Nakorn Sri Thammarat they used cassette tapes of Manorah, the local style of folk music. Likewise in other Southern provinces PollWatch used the storytelling that accompanies shadow puppet plays for entertaining civic education. The Lower Northern Region of PollWatch based in Phitsanoluk produced a poster that exemplifies the various discursive methods used in civic education. In addition to the national media campaigns produced by PollWatch itself, there was also 2.3 million baht set aside for grants to non-governmental organizations (NGOs) and People's Organizations to organize their own campaigns.
