ABSTRACT

This chapter provides the focus of the investigation in the 'soft' security dimension that the European Union (EU) performs. The EU has had a difficult relationship with Turkey since its application for membership was submitted in 1987. The Commission's opinion in 1989 rejected the application on the grounds that it would be 'inappropriate' to consider applications during a period of rapid political change but also because of Turkey's political and economic situation. The Commission made a further conciliatory move in March 1998 with a developed proposal for a 'European Strategy for Turkey' which would support Turkey's aspirations for EU membership. The Commission's notional target of 2001 for entry of the 'ins' will be dependent upon the successful reconciliation of member state interests at the 'Enlargement' Intergovernmental Conference (IGC) which is scheduled for early 2000 and satisfactory progress in preparations for the introduction of the Euro in 2002.
