ABSTRACT

A low-carbon economy (LCE), associated with a new economic development model, is required to effectively address climate change. Developing an LCE as a global economic trend is the only way to deal with energy, environment, and climate security challenges. Such an economy is also appropriate in the context of China. Energy security, environment, and climate change have become the top issues on the agendas of high-profile political meetings at the international level. The LCE model can enable us to effectively respond to climate change and achieve sustainable economic and social development. Low-carbon entails minimizing economic development or curbing reliance on carbon-based fuels to achieve a transformation of energy and economies. The former American vice president Al Gore raised an outcry over the attitude of the American government and society on energy and climate change. China's decision to develop an LCE, and especially its decision to reduce its emissions, is not a simple technical decision.
