ABSTRACT

The Development Phase is necessary for developing the concept of the authorized project to ready it for the Delivery Phase. In this phase, the level of effort is more than it was for the previous one but still low in comparison to the next phase. The focus of the first stage, the Requirements Stage, is to define the project requirements—all the needs from all the relevant stakeholders. At the completion of the Project Requirements Document, it would be the project manager's turn to communicate with management and various stakeholders on the team's understanding of the project and what the team must accomplish to deliver the project's final output and outcome. "The work breakdown structure is a hierarchical decomposition of the total scope of work to be carried out by the project team to accomplish the project objectives and create the required deliverables".
