ABSTRACT

Once the stage management plan is complete, the project manager mobilizes a team of lead experts from the various divisions within the ministry; these include senior professionals from strategic planning, planning and budget, facilities, international affairs, information technology, human resources, sustainability, health and safety. After the requirements are defined and approved, the project management team will move onto the Strategy Stage and develop the project management plan (PMP), including all aspects and components. Implementation is easy, process-wise, but it is time consuming and requires significant effort. It is time to implement all of the work specified in the Definition Stage, such as writing procedures and developing process flowcharts. In parallel to the implementation work, another team should be working on marketing and communication (MarCom) to prepare the organization for the upcoming change.
