ABSTRACT

Wasfi al-Tall himself was the first prime minister in Husayn's reign who had not previously served as a minister. The new ministers, however, had abundant administrative experience in various spheres of government, and, unofficially, formed a kind of 'government of experts'. The Foreign Minister in the Tall government was Dr Hazim Nusayba, a graduate of the American University in Beirut, who had doctorate from a university in the United States and was author of The Ideas of Arab Nationalism, a widely known book. Before his appointment to the cabinet, Nusayba had served in variety of senior positions, such as Director-General of the Ministry of Economic Affairs and as Secretary-General and Vice Chairman of Development Council, the body, established in 1952, responsible for economic planning in the Kingdom and chaired by the Prime Minister. The Minister for Communications, Da'ud Abu Ghazala, who had studied law in Britain, was, before his appointment, Governor of Jerusalem and Chairman of Aqaba Port Authority.
