ABSTRACT

The process of creating a moderately prosperous society in an all-round way must maintain the ongoing rapid rise in rural incomes. This chapter describes the characteristics of farmers' incomes in China, then presents specific ways to improve rural incomes and equalize fairness in income distribution through wage-type income, agricultural income, and transfer payment income. It also explores how to increase the force of poverty alleviation efforts and eradicate absolute poverty in a fundamental way. In order to realize the objectives as set forth by the 18th National Party Congress, it is imperative that people formulate reform policies and measures that will propel an increase in farmers' incomes. They should aim in particular at increasing wage-type income among farmers and at new incentive mechanisms that stimulate increased incomes. Finally, people must establish a sound social security system, to serve as a support for the process of eliminating absolute poverty and reducing income disparities within rural regions.
