Regionalism is not a new phenomenon in Africa. 1 Indeed, the world's oldest customs union exists in southern Africa, and the list of both past and present multilateral economic agreements is probably longer than that of any other continent. However, while some successful examples of regional cooperation do exist,2 Africa's record of creating and sustaining regional frameworks is generally poor.
