ABSTRACT

The training programme is known as Sistemas de Informacion para la Gerencia local de la Salud (SIGLOS), a six-week intensive course offered annually in Costa Rica, employing formal training methods but also Action Learning as its main feature. SIGLOS was established because management of health services is poor in all Central American countries. Haccoun pointed out that 'the ultimate purpose of training evaluation must be to assess the level of on-the-job training transfer'. A. Cassels and K. Janovsky have described a similar process for strengthening the management capacity of district and provincial health management teams clearly based on principles of Action learning (AL). The conceptual framework presents four levels of evaluation through key questions that should be answered by different means.
