ABSTRACT
In order to understand this study of government laboratory technology transfer, it is necessary to have a broad background regarding science and technology policy. Therefore, this chapter is divided into two sections. The first section deals with the context for technology transfer activities and their evaluation, from technology policy to government laboratory policy. It covers how the field of government technology transfer has evolved from the trends of the 1980s and 1990s introduced in Chapter 1.
