ABSTRACT

Homeland security is a concerted national effort to prevent terrorist attacks within the US, reduce America's vulnerability to terrorism, and minimize the damage and recover from attacks that do occur. HSAS (Homeland Security Advisory System) was instituted in March 2002 by the US government to provide different levels of awareness of the likelihood of terrorist attacks to state and local governments and to ordinary citizens, regardless of their locale. Additionally, NTAS (National Threat Advisory System) will have a "sunset provision", meaning that individual threat alerts will be issued with a specified end date. The USA PATRIOT Act of 20017 from the 107th Congress, HR 3162, was established to deter and punish terrorist acts in the United States and around the world, and to enhance law enforcement investigatory tools. As law enforcement agencies target traditional financial methods, terrorists are more apt to use ancient and informal methods to transfer money, such as the hawala system.
