ABSTRACT

The primary objective of intelligence gathering "is to deal with future danger, not to punish past crimes". The first responder is the eyes and ears of intelligence analysis. One type of reported crime that can be directly associated with those in the terrorism trade is that of stolen identities and the issuance of fake or stolen identification papers, for example, social security cards, driver's licenses, passports, resident alien cards, military identification, and credit cards. Other problems related to the manufacture or sale of false or altered identification are possession of false identification and the lack of supporting documentation. Counterfeiting to many is seen as a business, an illegal one, which has a high profit margin and low probability of apprehension. Cargo crimes, a largely unregulated area due to lack of statutory coverage, are often documented as thefts, burglaries, or robberies. Incidents involving suspicious vehicles (especially rental vans and trucks) and suspicious persons should be immediately reviewed.
