ABSTRACT

Enhanced analysis is where the rubber meets the road. Up to this point in the analytical process, personnel have primarily been cleaning data and analyzing information using broad approaches. Transforming the information into quality intelligence requires time and skill. New generations of terrorists learn from their predecessors. They analyze the mistakes made by former comrades who were killed or apprehended. Another factor to consider is links to common crimes, such as theft, that may have hidden variables associated with them. One such factor is the collection of components required to make homemade bombs, such as fertilizer, icing sugar, and diesel fuel. Once the form, type, classification, and modus operandi are established, there are a multitude of analytical and investigative variables to consider. Analysts and investigators must be creative and constantly look for new media from which to harvest information. Armed with an arsenal of databases, resources, checklists, and variables, an analyst must begin to validate inferences, probabilities, and hypotheses.
