ABSTRACT
I have argued in both chapter one and two that one of the aspects to understanding why policy actors make certain actions and decisions (hence policy) is the influence of previous policy and its consequences. In this chapter, I would like to review the history of childcare policy and childcare provision, from the earliest days to the present time. The purpose is to identify the issues that were to influence the voucher scheme, and to demonstrate the continuity of these issues.
