ABSTRACT

This chapter discusses development restrictions in terms of traditional planning and zoning first. This is followed by a discussion of more innovative growth management and impact fees concepts. Development restrictions are more easily implemented than travel restrictions in many cases. The main objective of comprehensive local land use planning is the orderly growth and development of the community. Land use planning exerts little influence over existing developments, which are treated as fixed elements within the comprehensive pian. Driving alone often is associated with lower densities of development. Alternative modes conversely are associated with higher development densities. The actual extent to which density drives mode choice decisions remains unclear. Minimum distance separations between driveways and intersections are one way to limit Street access and facilitate traffic flows. Traffic delays can be further reduced via turning movement restrictions. Total traffic can be reduced significanti through internal block circulation systems that link adjoining businesses and their parking facilities off of the Street.
