ABSTRACT

This chapter discusses gradually and systematically away with methods of administration and leadership in the rural areas, and infuses fresh life into the soviets, transforming the administration and leadership into genuinely elective institutions, and building up the foundation of soviet democracy throughout the countryside. The awakening of the peasants and their active participation in political life, make it necessary to change the old methods of guidance and management in the rural areas. The duty of communists in rural areas to-day consists in making a study of agricultural science, in setting up intimate ties between themselves and agricultural life, in making themselves acquainted with all the detail work of farming processes. Certain comrades, aware of the differentiation going on in the countryside, have come to the conclusion that the policy of the Communist Party should be an intensification of the class struggle. The political activity needs to be guided into the channels of Soviet organisation; it must assume the Soviet form.
