Excluded Households.— The enquiry concerned working-class conditions, and the exclusion of the “middle-class” households was necessary. Whether a household was middle class or not depended on the occupation and income of the head of the household. For the purpose of this enquiry, working class does not mean “manual working class,” but all persons with incomes below £250 per annum, whether or not on some other ground they may be popularly called “middle class.” It will thus include that grade of insurance agents which is engaged on arduous industrial assurance work, if they are within the income limit, and clerks and shop assistants. An exceptional case would be a clerical or business post where the income was known to be a commencing one, or one in the early years of some work which was leading to a higher rank of pay.
