T h is survey could not have been made without the help of those persons who provided information or submitted cheerfully to persistent questioning; and it would be unkind to draw distinctions by mentioning particular names. Those who helped me included officers of the Southern Railway Company, of the shipping companies and the heads of other businesses; the officers of the Borough Council, of the Ministry of Labour and other Government Departments. My thanks are due to the investigators, who carried through the delicate work of the household enquiry with such thoroughness. I wish to acknowledge also the assistance and reasonableness of the hundreds of householders who answered the very personal questions which the enquiry necessitated.
