ABSTRACT

This conclusion presents some closing thoughts on the key concepts discussed in the present chapter of this book. This book started by arguing that the interinstitutional relation between the Commission and the member states is the key to understand the external dimension of European Union (EU) energy policy. It aims to explain the behaviour of the Commission vis-a-vis the member states in the external dimension of the EU internal energy market. The book has used Milner's distinction between interest and preferences defining the former as 'fundamental goals, which change little' and the latter as 'specific policy choices' meant to serve interests. It seems to suggest a varied scenario that a mere dichotomy of deviation or lack of deviation was unlikely to capture fully. The book has offered some theoretical as well as methodological contributions to the development of the PA literature as well as to the broader theorising on the Commission.
