ABSTRACT

This chapter looks at a number of interrelated topics relevant to the safety, health and welfare of persons employed on the continental shelf. The Petroleum and Submarine Pipe-lines Act makes provision for regulations to be made in relation to the safety, health and welfare of workers engaged on pipe-line works. A special inspectorate is provided for by the Act to supervise the execution of all the regulations made under the Act, and the Schedule, which does give an idea of the intentions of the legislation. Although increasing public and government concern is being focused on safety matters, and even the most basic economic considerations mean that the companies themselves are concerned that operations should be conducted without accidents and injuries, considerable physical courage is nevertheless required. Under the regulations the licensee is bound to comply with any instructions given by the Minister in writing for securing the safety, health and welfare of persons employed in or about the licensed area.
