ABSTRACT

In the evolving Europe, it has been possible, within higher education, to observe the progression from the simple exchange of information, the reinforcement of collaboration between Member States, the harmonising of systems and practices to the final search for a European identity. This progression has been particularly evident in the field of quality assurance. The following initiative emanated from the Member States with the Sorbonne Declaration of May 1998 aiming at developing a European higher education arena. The study on Transnational Education (TNE) aimed to analyse and make recommendations on the development and impact of transnational education on higher education in Europe. At the end of the 1990s, the European quality assurance situation was therefore characterised by considerable dynamism, with the setting up of new systems in most countries even though there was some confusion since national dynamics were not always convergent, or synchronised.
