ABSTRACT

This conclusion presents some closing thoughts on the concepts discussed in the preceding chapters of this book. The book recognizes some of the essential axioms that are considered of vital importance for establishing a system of efficient public administration oriented toward offering results. It shows excellent arguments in favor of the professionalization of the Mexican public service, in the light of the guiding principles of merit, equal opportunities, sound expectations for the development of public servants and impartial evaluations. The book underlines the fact that administrative modernization acquires great importance by forming a fundamental element in contributing to the increase in productivity and the requirements of the advance of democracy. Therefore, modernization of the public administration should not be a goal in itself nor a passing fashion, but a continuous, comprehensive, long-term process, a condition of permanence and perfecting of government institutions and a guarantee of better service to the society that supports it.
