ABSTRACT
Put forward by studying decision-making agility to improve Command and Control (C&C) agility. In the relevant problems of C&C decision-making, incomplete decision information combination problem are studied. In order to realise that the express of decision-making preference can be quickly and accurately under the condition of incomplete information, this paper proposes a mass functions construction method based on linguistic decision-making information. Then the method of Theory of Evidence can be used in incomplete decision information combination.
