ABSTRACT

Teacher education is important to the notions of equity in education. The teacher is a role model, personally and immediately responsible for both teaching and evaluation, for keeping order among the pupils, and identifying the ideals that children should pursue. This implies that teachers are continually assessed for their performance, before they are selected for teacher education, during their pre-service program, as apprentice teachers, and as experienced and emulated teachers in the field. Many communities are de facto segregated on the basis of residence, leading to racial differentiation in all related institutions, including schools. African-Americans with significantly better qualifications do not secure equal chances-and this discrimination occurs in schooling for both pupils and teachers. The cardinal objective of schooling is to do its best with the available resources. The second objective of schooling should be to ensure that all children attending have equal prospects of gaining from the education that is offered.
