ABSTRACT
The activities of states, both at home and abroad, are an important part of the environment in which an airline manager works. These activities become a framework, which the airline manager must at first try to shape to his own purpose, and within which he must finally work. He must try to persuade state authorities to do the right things, because in the end the decisions of state will circumscribe his own endeavours.
