ABSTRACT

This chapter focuses exclusively on Colorado’s intergovernmental legal and political landscape through a two-part organizational framework. It first examines the legal and political aspects of oil and gas production in Colorado, including state constitutional provisions, statutes, applicable rulemakings from the Colorado Oil and Gas Conservation Commission (COGCC) and the Colorado Department of Public Health and Environment (CDPHE), and relevant decisions from the state judiciary. The chapter then examines benefits of production, such as employment, state revenues, and local economic growth within Colorado. Finally, it devotes attention to state-specific costs related to air quality and drinking water concerns.
