ABSTRACT

This chapter discusses Holistic, which is the second pillar of the CHILDREN model of factors which influence progress towards the International Safeguards. It suggests that safeguarding should be viewed as integrated into all aspects of an organisation as opposed to being an additional element. Key issues are considered in terms of how external, interacting and internal factors influence a safeguarding system. Promising practices are outlined which promote Safeguards which are integrated and embedded into the organisation. The case study in this chapter describes the work of an International Governor working in the Caribbean. Effective collaborations were facilitated through promoting the development of a national policy, creating mechanisms for background checks, hosting a significant conference and building the capacity of partner organisations.
