ABSTRACT

This chapter presents the qualitative data which demonstrates the impact of the International Safeguards using the concept of Activation States. This characterises participants with respect to ‘voices’ (i.e., what people say about the International Safeguards), ‘knowledge’ (i.e., what people know about the International Safeguards), ‘feelings’ (i.e., what people feel about the International Safeguards) and ‘actions’ (i.e., what people do/have done in relation to the International Safeguards). The data are presented from the group discussions, one-on-one interviews and Virtual Learning Sets. Changes are considered at both the individual and organisational level. Important impacts are evidenced with respect to changes in all areas for both deliverer and governor organisations. The data shows that the project was able to impact the activation states of people and organisations through changing voices, knowledge, feelings and actions towards safeguarding in their organisation.

This chapter will present the qualitative data which demonstrates the impact of the International Safeguards for those organisations involved in the project. Data from interviews, online discussions and observations during case study visits will be reported. Changes will be identified using the concept of Activation States proposed by Brackenridge et al. (2005).
