ABSTRACT

Muara Angke Fishing Port is a vital asset in supporting industrialization of fisheries and economic growth in DKI Jakarta. The increasing activities in Muara Angke Fishing Port have caused suboptimal performance. Therefore, this study aims at identifying internal and external factors, formulating development strategy and determining the performance measures of Muara Angke Fishing Port. This quantitative research uses survey method with data based on questionnaires, interviews and observations. The methods of analysis applied are SWOT analysis, Balanced Scorecard, facility utilization rate, PESTEL and foreland-hinterland linkages. Using TOWS matrix, some strategies are formulated, such as cooperating with private sectors, synchronizing mainland and coastal spatial plan, creating a zone arrangement to support marketing of fishery and making improvement for slum areas. All the strategies are later translated into Balanced Scorecard performance to measure what must be implemented by the port management. In conclusion, the implementation of strategies and performance measures is expected to improve the performance and management of Muara Angke Fishing Port in providing the best public services.
