ABSTRACT

The E 3 component of high-altitude nuclear explosion has a similar physical effect on power transformers and is considered by the militaries of many countries as the so-called "nonlethal weapon" aimed at destroying the infrastructure rather than killing people, which makes it particularly attractive. Since the very beginning of this work, both scientists of the United States and USSR and politicians understood that this type of sources of high-power electromagnetic impulses can create grounds to develop a new type of weapon. The mass media have published dozens of articles discussing methods for increasing efficiency of electromagnetic actions aimed at destroying electronic equipment. The problem is known as "delayed action of electromagnetic emission" and represents a very dangerous feature of intentional destructive electromagnetic impacts. It should be mentioned that in spite of so big amount of regulatory documents for the most part, they provide rather vague and not specific recommendations, which can be admitted considering the specific character of the topic.
