ABSTRACT

Space has been defined in numerous ways depending on who defines it and for what purpose. By the National Aeronautics and Space Administration’s description, the Earth’s atmosphere is a blanket of air surrounding the Earth and reaches over 560 kilometers from the surface of the Earth. Legal background for the long-term sustainability of space activities is found in several instruments and provisions of international law as well as national legislation dealing with concerns about the sustainable future of space activities. Managing traffic in space is a challenging task, especially when there are numerous satellite constellations in different orbits. The increasing number of objects in Earth’s orbit combined with the fact that they are moving at an extremely high speed can endanger space assets. The National Space Development Agency of Japan was established in 1969 charged by the government with turning Japan into a major space power.
