The changes under way in the electric power industry are often referred to in different manners. Perhaps a more appropriate term to describe the changes in the electric power industry is restructuring. In order to make the types of competitive transactions work, some system of providing open and non-discriminatory service would need to be developed. Providing wheeling or third-party transmission service on an open and non-discriminatory basis allows competitive providers of electricity to move their power freely across utility systems throughout the US Wheeling can be broken into two categories: wholesale wheeling and retail wheeling. Competition will govern transactions in electric power markets. Competitive providers of electricity can compete for end users directly through their marketing affiliates. There are also market middlemen, such as aggregators and power marketers. The restructuring of the electric power industry comes from breaking off sections of the industry into competitive and regulated entities.
