ABSTRACT

In the hopes of addressing the need for a standardized objective method for picture quality assessment, the Video Quality Experts Group was established in 1997. The need for setting official standards on objective models for video quality evaluation has been recently recognized by both International Telecommunication Union (ITU)-R and International Telecommunication Union-T. In order to initiate an examination of objective methods in comparison to subjective methods, a group of experts was formed known as the Video Quality Experts Group (VQEG). VQEG formally proposed the validation of objective measurements of video quality and began the process of solicitation of submissions of objective models to be included in an ITU Verification Process leading to an ITU Recommendation. The first goal of the VQEG is to find an objective measurement system that most accurately predicts subjective test scores. A number of attributes characterize the performance of an objective video quality model as an estimator of subjective video image quality.
