ABSTRACT

The International Telecommunication Union (ITU) [1, 2] was formed in Madrid in 1932, the result of a coalition of the Universal Telegraph Union (founded in Paris in 1865) and the International Radio Telegraph Union (founded in Berlin in 1906). ITU is one of the specialized institutions of the United Nations (UN), and its purpose is to promote international cooperation for improving the electrical communications environment and its rational utilization, to enhance the efficiency of electrical communications operation, and to accelerate the adoption of effective technological measures. The number of affiliate countries is 189 (as of April 2005), and the headquarters is located in Geneva, Switzerland.
