ABSTRACT

The Convention on the Rights of the Child, adopted in November 1989, has provided us with a unique tool with which to challenge this reality. The Convention constitutes a lively illustration of the universality of human rights. In fact, it has been ratified by 191 countries around the world with the exception of only two: Somalia and the United States. Respect for children's rights cannot be perceived as an option, as a question of favor or kindness to children, or as an expression of charity. Complementing its monitoring functions, the Committee is also entrusted with important tasks in the field of promoting and protecting children's rights. In the spirit of the United Nations Charter, the Convention promotes international cooperation and assistance to achieve the rights of the child. The Convention's spirit of consensus goes hand in hand with notions of accountability and transparency.
