ABSTRACT

I was assigned from 1997 through 1999 to work for a demining program as the Senior Finance Officer. The main goal was to assist, train, and build the capacity of the local demining authority to destroy landmines, which had been laid during the recent war. It was a large program with a total of 38 staff members: 8 local support staff, 6 UNOPS international staff, and 24 international supervisors (landmine specialists) provided by various donor governments. Regretfully, the cease-fire agreement reached earlier by the warring parties was not being fully observed; attacks continued and landmines were laid again.
