ABSTRACT

This chapter describes the United Nations human rights mechanisms of monitoring and redress for victims, United Nations efforts for humanitarian assistance to victims. It explains the approach of the United Nations to the issues of amnesty, impunity, and compensation for victims of human rights violations, and action under the United Nations human rights programme to prevent victimization. The Human Rights Committee and Committee on the Elimination of Racial Discrimination have established the practice of following up by asking governments what action they have taken to implement decisions. The Human Rights Committee has adopted a particularly creative approach, which includes a Special Rapporteur for the Follow-Up on Views. The action which takes place under the human rights procedures throughout the year is presented in annual public reports to the Commission on Human Rights. These procedures serve as pressure on governments to improve the human rights situation and solve individual cases and provide a guide to the Commission for further action.
