ABSTRACT

This chapter presents a case study that focuses on responses collected in group meetings and individual interviews with three public-policy writers who, at the time of the meetings, were employed in the Child Care Licensing Division of the Texas Department of Family and Protective Services. These three subjects have experience writing regulations in legalese, Plain English, or both styles. The three volunteers were all female, and they were from ethnically diverse backgrounds. The chapter discusses the information in the Child Care Licensing Rules Process flowchart as well as information collected during interviews and observations of the policy writers. Policy writers use internal reference materials to write regulations; these resources serve as tools that facilitate the policy writers' training. The chapter also discusses specific information about rule writing, including rule writing tasks, that the group of Child Care Licensing policy writers provided in both their individual and group interviews.
