ABSTRACT
Accompanying the movement to cut the high cost of government is an increased emphasis on subcontracting work, mostly to private firms. Since personnel costs in state and local government account for between 70 and 90 per cent of total expenses, they are a logical focal point of efforts to get more efficiency out of taxpayer dollars.
