ABSTRACT

This chapter assesses the extent to which intelligence contractors pose a risk to government information security. Though contractors have been a relatively frequent target of hostile infiltration, they have not been a more frequent target than government employees. The advent of cyberspace has not fundamentally changed the field of information security as vulnerabilities continue to originate at the human and technical levels across the public–private divide. Recent cybersecurity vulnerabilities point out the need for better cross-sector collaboration. Such collaboration requires further coordination of cyber defense and adequate incentives for various actors to effectively work together.
